Grok, the AI chatbot baked into X and released as a standalone app, is now at the center of a deepfake controversy that has triggered formal scrutiny from Apple over xAI’s content moderation practices. The App Store — Apple’s golden, gated kingdom — is now reportedly examining whether xAI has violated platform policies around harmful content generation. Spoiler: the bar for what counts as “harmful” apparently needed a scandal to clarify itself.

When your product is generating nonconsensual deepfakes at scale, blaming users for using the product is not a policy — it’s a shrug wearing a suit.

Apple’s Selective Memory Problem

Let’s talk about the App Store’s culpability here, because it doesn’t get enough heat in these conversations.

Apple markets itself as the responsible grown-up of the tech world. The walled garden exists, we’re told, to protect users. Every app goes through review. Malicious software gets blocked. Privacy is paramount. Cook has given speeches about it. There are ads.

And yet, an AI app capable of producing synthetic media depicting real people without consent sailed through that review process and landed on millions of iPhones. Apple’s scrutiny is arriving after the fact — after real people may have been harmed, after the content spread, after the press made enough noise that inaction became embarrassing.

This is a pattern worth naming. Platforms police content retroactively when the optics demand it. They build reputations on safety while monetizing the distribution of products they haven’t seriously audited. The App Store takes 30% of revenue from developers. That’s not a neutral relationship. That’s partnership. And partners share accountability.

The Deeper Problem With AI Image Tools

Grok isn’t alone. The broader ecosystem of AI image generation tools has a consent problem that the industry keeps trying to solve with watermarks and terms of service, which is like putting a “please don’t speed” sticker on a Ferrari.

Several U.S. states have passed or are passing laws specifically targeting nonconsensual deepfake pornography. The EU’s AI Act includes provisions around synthetic media. These are starts. They’re also wildly insufficient given how fast generation capabilities are moving.

The federal picture in the U.S. remains messy. There’s no unified framework. There’s no clear enforcement mechanism with teeth. And tech companies — including xAI — have spent the last several years aggressively lobbying against the kind of preemptive regulation that might have required them to audit their own tools before deploying them to the public.

Meanwhile, across very different sectors of the tech world — from quantum computing moving into commercial applications to AI integrating into consumer products — the underlying question of governance is the same: who is responsible when powerful technology causes harm, and when does that responsibility kick in?

The Hot Take

Apple should pull Grok from the App Store until xAI demonstrates — not promises, demonstrates — that its content controls actually work. Not a temporary suspension. Not a slap on the wrist. A real hold, with real conditions for reinstatement. The App Store wields enormous market power. If Apple is going to use that power to take 30% of every transaction, it should also use it to set a floor for what’s acceptable. Right now, that floor barely exists. Removing an app after a scandal isn’t accountability. It’s damage control with a press release attached.

The Grok situation is a stress test the industry failed. It revealed how thin the content moderation commitments actually are when a well-funded AI company faces real scrutiny. It exposed how platform gatekeepers treat safety as a marketing claim rather than an engineering requirement. And it showed, again, that the people most likely to be harmed by synthetic media — women, public figures, ordinary users — are the last ones considered when these tools get built. That has to change, and waiting for another scandal to force the conversation is not a strategy. It’s negligence with better branding.
